In order to improve the traffic problems, many UK city councils set up low-carbon'mobility' transition' like Clean Air Zone, which are set up in areas where air pollution exceeds European legal limites, and councils are taking action to cut emissions, which ranges from improving traffic flow to charging the most polluting vehicles (mostly older diesels) a daily rate. Charging schemes are also known as low emission zones. In 2019, the government published Low Emission Zone policy to charge for vehicles that didn't meet the standards, but the conflict between citizens and private cars still exists

Streetspace Plan for London





Through the research of all local streetspace plan policies, we can see that in all street space plans in London, the government created "low emission neighborhood" (LEN) to eliminate air pollution, they has gradually developed bicycle lanes and sidewalks, increased greenery, and restricted lanes to drive in densely populated and school sections. Part of the sovereignty of roads is handed over to local residents, and replaces the previous so-called car urbanism.
